In order to strengthen the supervision of quality and safety of animal products, improve the working mechanism, realize the whole process of supervision, crack down on the illegal acts of sales and use of "lean meat essence" and other illegal drugs, and ensure the safety of consumption of animal products, this plan is formulated in combination with the actual situation of feed production and sales in our district.
1、 Guiding ideology and objectives
Guided by the concept of scientific development and the purpose of maintaining public health, we will focus on cracking down on the illegal activities of selling and using "Clenbuterol" and other illegal drugs to ensure the quality and safety of livestock products in our district.
2、 Remediation objectives
1. The qualified rate of feed product quality monitoring is over 97%.
2. The detection rate of clenbuterol and melamine in feed products was zero.
3. Strengthen the spot check of designated slaughterhouses, Zhushan temporary border inspection station and pig farms (households) to ensure the quality and safety of pigs and their products in our district.
3、 Responsible for department responsibility scope and time arrangement
（1） Responsibility scope of responsible department
1. The district veterinary drug and Drug Administration Supervision Station (feed Office) is responsible for publicity, daily supervision of farm inputs, "lean meat essence" sampling, monitoring technical guidance, information collection and reporting, to ensure the quality and safety of livestock and poultry aquatic products.
2. The law enforcement team of the District Bureau is mainly responsible for investigating and punishing the illegal operation of "Clenbuterol" in feed processing, business enterprises (stores) and veterinary drug business enterprises (stores) in the whole district, so as to ensure that the processing and business enterprises (stores) do not use or operate "Clenbuterol".
3. The animal quarantine station of the district is responsible for the quarantine of the origin of meat animals and poultry, the pre slaughter quarantine of pigs in the designated slaughterhouse of the city, and the detection of "lean meat essence" and other illegal drugs, so as to ensure that the sampling proportion is in place and the responsibility is in place.
4. Zhushan temporary border inspection station is responsible for the quarantine of transit livestock and poultry and the inspection and test of "lean meat essence" and other illegal drugs to ensure that the sampling proportion and responsibility are in place.
5. The animal epidemic prevention station of the Township Office shall assist the veterinary drug administration supervision station (feed Office) and the law enforcement team of the District Bureau to do a good job in the spot check and daily supervision of the "lean meat concentrate" in the veterinary drug stores, feed shops and breeding farms within the jurisdiction, and report the food safety report to the office of the veterinary drug administration supervision station (feed Office) on time every month.
All departments shall take their own responsibilities, cooperate with each other, make close contact and make joint efforts to ensure the quality and safety of inputs to the breeding industry and the quality and safety of livestock and poultry aquatic products.

4、 Work measures
1. Strengthen leadership and responsibility.
In order to strengthen the organization and leadership of the special rectification action, the Bureau set up a leading group of pig "lean meat concentrate" special rectification action, with the director general Peng shanguo as the leader, the deputy directors Zhou Yafan, Jiang Zhibo and Guo Haiming as the deputy leaders, and the directors of relevant stations and offices under the Bureau as members. The Bureau printed publicity materials and banners about the impact and harm of clenbuterol, relevant laws and regulations, provincial and municipal documents, and the significance of producing pollution-free pigs. The publicity materials were distributed by the animal epidemic prevention station and quarantine station of the Township Office to the farmers, dealers and traffickers. The banners were hung in the slaughterhouse, Zhushan border inspection station, towns and offices (animal epidemic prevention station), market and other prominent positions.
3. We will increase our sense of responsibility, sign a letter of commitment, and fully implement our responsibilities.
The Bureau signed the letter of responsibility for the special rectification of "lean meat concentrate" in Lingling district with the animal epidemic prevention station, designated slaughterhouse and Zhushan border inspection station of the Township Office, and the district feed office and the Bureau law enforcement team signed the letter of commitment with the farmers, dealers and traffickers.
